Is anyone able to tell me what exactly is a non prescribed payment on the child support app? The website doesnt have a clear description. We have recently just moved from a private arrangement to CSA collect.

I probably can! I’ve been through the wars with this one and even had to appeal. Unfortunately I can’t screenshot my letters, but I’ll type it out for you asap.

Ok so a non agency payment vs prescribed.
“We are writing to confirm that CSA has received information about payments X has made to a third party. This type of payment is called a Non Agency Payment. It can be recognised as a child support payment for expenses such as clothes, car repayments, school fees, and for providing a service such as lawnmowing.
Non agency payments are credited towards your child support.
We will credit the payments provided all of the following conditions are met.
We are sure a payment was made or a service provided.
We can establish both you and X intended the payment to count as child support.
X made the payment after we started collecting child support.”
It then shows a table with what was paid, when, what for.
I just called them and told them it wasn’t mutally agreed, end of story, but then I had to lodge an appeal against the prescribed payments as their decision was not in line with their legislation; which you can find online btw. Boring as batxhit to read though.

Turns out that apparently the father made a CS payment in early 2018, before going to private collect. Since going back to CSA collect recently, the CSA takes that as money he has already paid CS (despite being 2 years ago), and so now he doesn’t have to pay anything from CSA for 3 months.
Further more that money received wasn’t actually for child support at all, he had stole money from his son’s bank account and was repaying it. He still owes his son money.
Now my FTB has gone down a fair amount in anticipation of money he is expected to pay, but won’t.
The system sucks.
